The wind blowing off Maryland's Atlantic coast is a vast, untapped energy source. Offshore wind has the power to provide clean energy, create local jobs, establish long-term electric price stability, and produce the equivalent of two thirds of Maryland's current electricity needs.

Historically, Maryland has been a very eco-conscious state, boasting some of the nation's strongest environmental laws. Now we seek to pass a bill to guarantee the construction of an offshore wind farm off the Ocean City coast.

The Marylanders for Offshore Wind Power coalition counts over 400 organizations among its supporters including county chambers of commerce, faith groups, unions, small business owners, potential supply chain businesses, minority business advocates, civil rights groups, and the state's leading environmental community.

Maryland is poised to be one of the first states in the United States of America to develop an offshore wind farm.  While Europe has been building offshore wind energy for over a decade, and is currently producing enough electricity from offshore wind to power 4 million homes, not a single windmill has been installed off the coast of the U.S.  This presents an opportunity for Maryland to put our businesses and our workers at the forefront of this imminent American industry.

Most of our energy decisions today are made with a short-term outlook and an emphasis on limited priorities.  This kind of thinking has led to choosing heavily subsidized and health-hazardous fossil fuels.  In fact, Maryland currently gets over half its electricity from coal plants. When we look at the cost over a long-term period -- and when our priorities include price stability, new jobs, and environmental and public health benefits -- offshore wind power is a clear choice for Maryland.  Maryland can join fellow East Coast states like New Jersey and Massachusetts in passing state legislation that supports offshore wind development.

 

During the 2012 Maryland General Assembly session, a broad coalition of environmental, labor, faith, business, and other community groups worked hard to pass a bill to guarantee the construction of an offshore wind farm 10 miles or more off the Ocean City coast. In an unprecedented show of grassroots strength, the coalition has collected over 10,000 petition signatures, generated thousands of emails and calls to legislators, and successfully kept the issue at the front and center of public debate in Maryland.

 

The offshore wind bill passed the House of Delegates with an 88-47 margin and despite undeniable momentum across the state, the bill was not brought to a vote in the Senate before the 2012 legislative session ended. The Marylanders for Offshore Wind coalition has redoubled our efforts to educate citizens and lawmakers across the state about Maryland's need to develop offshore wind energy as a key component of a clean energy future.   Join the coalition today and help make Maryland offshore wind power a reality in 2013!

 

There are two main things that any offshore wind developer will need to move forward with the first wind park off the coast of the United States: 1)  financing to develop the project and a 2) a permit to develop the project in federal waters.  States can implement policy that helps a developer obtain financing.  Massachusetts did this by requiring their utilities to derive some of their power from renewable energy through long-term contracts, while New Jersey passed legislation to award offshore renewable energy credits to a future offshore wind park.  A permit, on the other hand, must be approved by the federal government.

In November 2010, The Department of the Interior (DOI) announced efforts to streamline the federal permitting process for offshore wind power. The Smart from the Start wind energy initiative for the Atlantic Outer Continental Shelf represents important progress toward responsibly streamlining the permitting and leasing process for offshore wind farms, while ensuring the best siting and environmental assessment of offshore wind projects. In early February 2012, DOI released the final environmental assessment for the Mid-Atlantic Wind Energy Areas. The conclusion was a Finding of No Significant Impact (FONSI) allowing DOI to move forward with the process for wind energy lease sales off Maryland, Virginia, New Jersey and Delaware.

Members of our coalition are coordinating closely with natural resource experts at all levels on a rigorous research agenda to identify and fill coastal and marine data gaps, clarify how and when wind might lead to habitat avoidance or disturbance, and develop best practices to minimize those impacts. Recently, in a first of its kind collaboration, a coalition of leading environmental organizations and offshore wind developers agreed to a series of voluntary measures that will protect critically endangered North Atlantic right whales during offshore wind construction.

 

A recent study by the Abell Foundation stated that offshore wind power could produce the equivalent of two thirds of Maryland's current electricity demand.

With more than 3,000 miles of tidal shoreline and the majestic Chesapeake Bay mostly within its borders, the livelihood and lifestyles of Marylanders are intrinsically connected to the health of the state's environment. In spite of this connection, Maryland overwhelmingly relies upon the planet's dirtiest fossil fuel, coal, to meet its electricity needs. Nearly 60 percent of Maryland's electricity comes from coal-fired power plants, much of which is imported from out of state and involves controversial mountaintop removal mining.

Still, Maryland has clearly displayed its commitment to improving its energy choices. Maryland has set a Renewable Portfolio Standard (RPS), pledging that 20 percent of the state's electricity needs will be met by renewable energy sources, including wind and solar power, by year 2022. However, the state is in danger of failing to meet this goal. Without harnessing offshore wind, Maryland will likely be unable to meet this ambitious goal.

A moderate sized offshore wind park could bring 1,550 jobs to the state and there are more than 1,000 Maryland businesses that have the potential to provide component parts or servies to support a new, homegrown offshore wind energy industry Because the fuel is free, offshore wind offers the ability to lock-in long-term (25 years or more) energy costs without the threat of rising fossil fuel prices.  As offshore wind power will always be available to us, we'll be creating jobs and locking in more and more energy at stable prices for years to come.  By moving forward as one of the first states in this industry, Maryland can establish itself as an industry hub for offshore wind in the United States.
